Byron was born and raised in Victoria BC, and after attending Simon Fraser University became a member of the RCMP stationed in Alberta for 10 years, and during this time he was also a volunteer firefighter. Shortly after returning to BC, Byron began JEL Protection Ltd. (named after his sons Jake and Evan), and became certified in Emergency Management through the JIBC as well as receiving his Project Management certification from PMI.
For the past 20 years Byron has worked predominantly in and collaborating with Indigenous communities, and Tribal Health Authorities, on the development of emergency preparedness programs providing Hazard, Risk Vulnerability Assessments, detailed organizational emergency plans, training and exercises.
“It’s the best feeling when you leave a community in a better, safer place than before you walked in the door”
Evan Loucks
Training & Administration
Evan was born and raised in Victoria BC and graduated from Spectrum high school as the class valedictorian in 2020. After playing junior hockey for the past 5 years he now attends University of Concordia Edmonton majoring in business and playing on their collegiate hockey team. For many years now Evan has been interested in the emergency management field and the work that JEL Protection has been doing within Indigenous communities throughout BC. For the past several months he has been intrinsically involved with the current emergency management projects that JEL has been running, and has had the pleasure of working with his dad as well during that time.
